GTA led an IT sourcing assessment of 13 state agencies in 2007 that resulted in Governor Perdue’s decision to consolidate and outsource
GTA and the other 12 agencies participating in the assessment worked together to develop requirements for the RFPs that were issued in April 2008. We asked members of the project team and others to sign Non Disclosure Agreements related to the state’s outsourcing procurement. Please respect our efforts to ensure the integrity of the procurement process.
A Request for Qualified Contractors (RFQC) was issued to pre-qualify potential service providers to receive the RFPs.
The following service providers were pre-qualified to bid on Infrastructure Services (Stream 1):

What is the scope of
IT Infrastructure Services include data centers, servers, mainframes, end-user computers (desktop and laptop), and help desk services.
Managed Network Services include voice, data and other telecommunications services.
These services will be provided by external service providers through multiple contracts that will be competitively bid and awarded in late 2008.
Are all state agencies involved in the IT consolidation and outsourcing initiative?
GTA and 10 other state agencies will initially be part of consolidating and outsourcing IT Infrastructure Services: Administrative Services, Community Health, Corrections, Driver Services, Georgia Bureau of Investigation, Human Resources, Juvenile Justice, Natural Resources, Office of Planning and Budget, and Revenue.
Are all state agencies involved in the Managed Network Services outsourcing and consolidation?
All agencies and entities that currently utilize GTA voice and data services will be affected by the consolidation and outsourcing of Managed Network Services.
Have you selected a vendor yet?
No outsourcing vendors have been selected. They will be chosen through a competitive bidding process that began in the first quarter of CY 2008. Final contracts will be awarded in the fall of 2008. The selection will be made from the prequalified contractors listed above.
Will services be outsourced to a single vendor?
Managed Network Services and Infrastructure Services are being considered along different tracks. There has been no effort to artificially consolidate every level of service into one large contract. However, GTA reserves the right to work toward the best-value solution for the state.
When will you release the RFPs?
The RFPs were released April 21, 2008, to the prequalified contractors who were selected during the RFQC process.
How can I obtain a copy of the RFPs?
The RFPs are posted on the GTA Web site at Initiatives & Programs > State Technology Transformation (GAIT 2010) > Request For Proposal. There are separate RFPs for Infrastructure Services and Managed Network Services.
Where can I get more information?
Information is posted on the GTA Web site as it becomes available.
I’ve been told there is a freeze on all IT procurements as a result of the state’s plan to consolidate and outsource IT infrastructure services. Is this true?
No freeze on IT procurements has been imposed. Technology procurements are subject to the state’s purchasing rules and GTA’s policies and standards.
My company is currently doing business with an agency that is in scope for IT consolidation and outsourcing. How can I determine whether my business will be affected?
The best source of information will continue to be the GTA Web site. Based on which external service provider is selected, current business with GTA and incumbent vendors may be affected. Our goal is to obtain the best value for the state’s IT services.
These FAQs did not answer my question. How can I find out more or ask a specific question?
Continue to visit the GTA Web site. We post updated information as it becomes available. If you have a specific question, contact us.
My company is interested in subcontracting. Can we subcontract with more than one of the potential service providers? Who should I contact for more information?
Subcontracting will be the responsibility of the service provider(s). See the list of pre-qualified service providers above for their contact information.
