The IS contract was awarded to IBM, with Dell and Xerox as subcontractors.  The MNS contract was awarded to AT&T.  The contracts are part of a major transformation of the state’s IT enterprise.  The service commencement date is April 1, 2009, for the IS contract with IBM and May 1, 2009, for the MNS contract with AT&T.

MNS includes wide area network (WAN), voice, and local area network (LAN) services.  The value of the contract is $346 million over five years.   There are two, one-year options to renew.   In-scope FTPs total 191 (125 employees, 42 vacancies, 24 contractors); job offers were extended to 33 employees.  (All job losses for MNS will occur at GTA.)

Planning for service commencement

The period between contract signing and service commencement is when outsourcing projects face the greatest likelihood of getting off track.  To ensure we stay on tracking, we are approaching service transition planning with the same diligence and agency involvement we applied to the assessment of state IT operations in 2007 and the procurement process in 2008.
